Dear Collector,


For more than forty years, the Armed Forces Stamp Exchange Club limited its membership to people who were members of the Armed Forces or employees of the US Government.  Over fifteen years ago, we opened our membership (at the request of our members), to all Stamp Collectors.  AFSEC offers both Sales and Exchange Circuits and a great Auction. Please click on the application membership link located on the menu above to open a membership application in an Adobe PDF file. From the opened Adobe PDF membership application you can print an application to your printer. Much more information, along with a copy of our by-laws, is sent to you when your membership is accepted. In addition, AFSEC has evolved into a fraternal organization. Many of our members stay on even after they have stopped collecting.



DUES:  Dues are prorated as follows: If you apply during October through February $7.50 (1 year) or March through September $11.25 (1 ½ years).



POSTAGE ACCOUNTS:


When applying for either a Sales or a Exchange circuit, you must also remit not less than $10 per circuit, to establish a postage account for each circuit.  These funds will be transferred to the circuit manager(s) concerned.  After your application is accepted all future additions to these postage accounts are made directly to the individual circuit manager.  Please make your checks payable to AFSEC.



AFSEC NEWS:


We have a new Sales Circuit manager named Chuck Maloney who is from Springfield, Missouri and he has graciously stepped up to the plate to take over Mr. Richard West Sales Circuit. Chuck is a world wide collector and has been collecting well over 40 years. Chuck has major expertise in world wide stamps and lots. Please expect some small delay in getting new circuits out for about 45 days while Chuck takes over the duties of the Sales Circuit. All materials in Mr. Richard West home will be transferred to Chuck on Saturday the 28th of August. Thank you for your patience. Also a big thank you is in order from the membership to Chuck as we appreciate his fast response to take and help out AFSEC!


Scott Simon the AFSEC web master has also taken over the Membership Secretary duties. His address is listed below under the Membership Secretary position. Scott has also volunteered his time to help fill in as the membership secretary position to help provide relief for the Executive Secretary Hal Stout. You may still send 2011 dues to Hal Stout or Scott Simon. Either way your dues will be accounted for.

There are no buyer's commissions.  Stamps or associated items offered for the auction are submitted to the Auctioneer (Position is vacant for the moment). The lot(s) will be sold to the highest bidder at one (1) increment over the 2nd highest bidder.  There is a 10% seller’s fee, on items sold, which is very economical compared to other auction houses.  In each auction there are many bargains to be found and the opportunity to acquire some real gems for your collection.  The auctions are held four times per year, and are delivered via the Postal system.  Your bids can be accepted either by mail or by sending an email to the auctioneer (Vacant).


EXCHANGE CIRCUIT: This circuit, (since it was the basis for forming the club), is one of the main functions of the Club.  The exchange circuit's objective is to provide our members, a means to exchange stamps with other members, without having to correspond with each other individually. This is accomplished by using a system of letter sized forms where up to thirty six stamps or lots of stamps can be mounted.   The exchange manager, (Don Tetmeyer) records the total catalog value of sheets entered and credits the member's account.  In turn, once sufficient credit has been accrued, the member receives a selection from other members.  The member then selects stamps, places their membership number in the vacated space, and does the accounting in the space provided, on the sheet (even if no stamps were taken); finally, he/she returns the selection to the manager who debits the member's trading credit.  The only costs to the member are postage, and a small (catalog value) deduction from the seller, (for insurance).



SALES CIRCUIT:  Many collectors have not accumulated enough duplicate stamps to participate in the exchange circuit, or prefer to buy stamps. Other collectors are so advanced that the stamps they seek are not usually found in an exchange circuit. These collectors may have a stock of duplicate stamps that they want to sell. There are still others who decide to change their fields of interest and want to sell and exchange all or part of their present stamp holdings. In any case, the Sales Circuit provides the means by which a member can buy or sell directly.  In this circuit, each stamp must have a catalog number and a net price (cash price). The manager (Chuck Maloney) sends selections to participating members. The buyers remove the stamps that they are going to purchase, marks the vacated space, does the accounting in the space provided (even if no stamps were taken), and returns the selection to the circuit manager. Owners are paid for items that have sold when their circuit sheets are retired or, at the discretion of the manager. Cost to owners: a 5% Seller’s fee on the amount submitted for sale.
